The Associate Treasury Officer – Capital Markets responsibility is to perform activities related to tactical management of ICD’s balance sheet by assisting Treasurer to mobilize long term resources by issuing Sukuk and similar instruments.


The role is focused on the preparation, execution, and monitoring of the Bank’s borrowings in international and local currencies, assisting in associated promotion, banking and investor marketing activities. Ability to structure and execute derivative transactions will be an added advantage.


The role will require an active dialogue with the Bank’s client-facing departments to actively participate in the roll-out of relevant product developments. In addition, the role will require involvement with other activities in the Treasury function, including but not limited to portfolio management, credit rating agency engagement, financial projections, and treasury strategy development.

Bank’s borrowings and associated derivatives operations

  • Analyze borrowing and liability management opportunities, negotiate with banks and execute as well as document deals through analyses and discussions to complete the annual authorized borrowing program and associated derivatives operations.
  • Assist in developing financial projections, liquidity and currency needs of ICD to determine medium and long term funding and currency requirements.
  • Maintain all processes with respect to the framework for the Bank's capital markets activities, including - but not limited to - borrowing program documentation, ISDA/CSA agreements, credit rating agency and other external communication
  • Conduct in-depth review and analysis on Shariah compliance various funding instruments and structures to raise medium and long terms funds.
  • Conduct market intelligence to increase the ICD’s derivative counterparties to cater ICD’s hedging requirements.

Relationships and dialogue with banks

  • Establish, keep and improve relationships with – and becoming point of contact at - various banks through correspondence, meetings, and discussions to ensure sufficient relationships are in place as well as to foster strong working relationship with various institutions in order to facilitate the Bank's Treasury function’s objectives.
  • Innovate and develop ideas, plans, objectives, and conduct meetings with investors and other related external parties to promote the Bank's borrowing and derivatives activities.

Asset and Liability Management

  • Assist the Treasurer in implementing ALCO decisions pertaining to Treasury
  • Prepare related ALCO report as required by the Treasurer on accurate and timely basis
  • Monitor ALM position and take measures to mitigate risk and enhance profitability.

Information Technology

  • Operate Treasury Software to manage and record derivative transactions and prepare periodic reports pertaining to Derivative portfolio
  • Make relevant suggestions with regard to the planning and management of IT systems required for performance analysis and management reporting.



  • To comply with all approved policy, guideline and administrative instructions and circulars, while discharging the duties and responsibilities at all times.
  • At all times maintain compliance with internal and external regulations and controls
  • Ensure compliance with external regulations and stipulated capital markets guidelines
Educational Qualification::


  • Bachelor/Master’s Degree in Finance, Accounting, Economics or Mathematics
  • CFA and/or Financial Market Association Treasury Dealer License are/is an added advantage


Work Experience::


Minimum 7 years relevant practical experience in an international treasury environment.
