Role Purpose:

Provide leadership, direction, and management of activities of the Project and Program Evaluation Division. Take the day-to-day operational decisions, ensuring the Division achieves its results and that it fully contributes to the delivery of the department’s goals and objectives. Lead and guide the team for project and program evaluation of selected IsDB projects, programs, TAs, special assistance operations and other related interventions of the Bank in order to provide insights and recommendations to maximize the effectiveness and impact of the group's development activities for its beneficiaries.

 

KEY ACCOUNTABILITIES:

1. Strategic & Operational Planning:

  • Provide inputs in establishing strategic objectives and formulating work program of the Independent Evaluation department, with specific focus on project and program evaluations.
  • Manage the financial and human resources of the Project and Program Division.
  • Lead the annual resource planning and annual budget planning exercise for the Project and Program Division and ensure achieving the set objectives within the allocated resources and budget.
  • Plan, manage and undertake in-depth evaluation of the Bank’s projects and programs both in the MCs and Non-MCs to assess their Relevance, Efficiency, Effectiveness, Sustainability and Impact.
  • Identify key lessons learnt from the evaluation process and recommend measures for enhancing the effectiveness of IsDB’s operations, policies, and strategies.
  • Ensure that the evaluations’ lessons learnt, and recommendations made are reflected in the future strategies and operations of the Bank.
  • Assess the success or failure of the projects in building or enhancing the implementation capacity of the responsible executing agencies and governments.
  • Assess IsDB supported project or program efficiency and the extent to which they fulfill their functions and provide recommendations to increase the efficiency and effectiveness of IsDB operations and modalities and improve the delivery of services to beneficiaries.
  • Conduct Project On-Demand Evaluations  (by evaluating or reviewing selected ongoing Bank financed projects and programs whenever expressly requested by the Management to identify and analyze problems involved and propose the necessary actions to be taken thereon) and joint evaluations of projects and programs in collaboration with partners such as Arab Coordination Group (ACG) and other Multilateral Development Banks (MDB).  
  • Review the implementation of evaluation recommendations with business units concerned in order to assess the actions taken and resulting improvements in client services.
  • Review and further develop evaluation systems, evaluation methods, tools and guidelines related to project and program evaluations in order to better respond to the evaluation challenges in terms of quality and scope and keep abreast with the latest trends in evaluation and ensure compliance with evolving evaluation standards and practices.
  • Validate Project Completion Reports (PCRs), and where feasible also validate Project Implementation Assessment and Support Reports (PIASRs) for selected projects with the engagements of operational staff.
  • Undertake review of the Bank’s technical assistance operations financed under various windows of the Bank and the special operations financed for the benefit of Communities in non-Member Countries.
  • Provide advice related to projects and programs, upon request, to the Bank’s operations units and offices on improving the effectiveness of their service delivery, with due regard to maintaining the independence and objectivity of the department’s work.
  • Ensure coordination, linkages and complementarity of project and program evaluation with corporate, country and thematic evaluation and learning and outreach work of IEvD.
  • Ensure alignment of project and program evaluation work with the Independent Evaluation Policy and the Bank’s strategy and direction.

2. Knowledge Sharing and Development

  • Serve as a focal point and ‘resource centre’ for all matters related to project and program evaluations and development effectiveness of the Banks operations.
  • Communicate and share information, report and feedback with the Department Director, Operations Complex, key stakeholders through internal and external communication channels including publications of selected evaluation reports.
  • Provide input into the preparation of the Annual Evaluation Report as it relates to the Division’s activities.
  • Engage, communicate, and collaborate with the broader team in the Bank, including operations and the Global Practices to enhance the rigor of advice on cross- cutting and sectorial issues in MCs.
  • Participate in the benchmarking exercise and keep abreast of the initiatives taken by other MDB’s on enhancing evaluation and development effectiveness of projects and programs and adopt the best practices in IsDB.
  • Participate in relevant conferences, meetings, trainings, and knowledge events for cross-learning and developing project & program evaluation capacity. 
  • Prepare reports, briefs, presentations, etc. on evaluation findings, lessons and actions for the management, the Board’s Operations and Development Effectiveness Committee (ODEC) and the Board of Executive Directors (BED). 

. Leadership Responsibilities

  • Lead the provision of advisory services and technical guidance in matters related to project and program evaluation to all IsDB organizational units
  • Provide motivational and inspirational leadership for the Project and Program Evaluation Division and communicate direct reports on clear performance expectations.
  • Manage the performance and resources of the Project and Program Evaluation Division through setting stretch objectives and providing regular feedback on results at a division level, promptly addressing areas of underperformance.
  • Plan, manage and review individual performance and provide regular feedback to the staff and take prompt action or staff development where necessary.
  • Provide opportunities for Division members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
  • Monitor and assess the skills and capabilities of the Division and determine the actions needed to increase the Division’s performance.
  • Assess and fill key capability gaps through capacity development and recruiting efforts.
  • Coach, mentor and develop the direct reports and the top talent/high potential staff.
  • Ensure the Division complies with IDB's policies, processes, practices, and systems
  • Act as a role-model to communicate to the unit’s staff in aspects related to IsDB's values and competencies and provide guidance in times of change.

JOB REQUIREMENTS:

Academic qualifications

-Master's degree in

  • Master degree in Economics, Finance, Business Administration, Engineering or any related discipline.

Required languages

  • English (Mandatory)
  • Arabic and/or French (Preferable)

Minimum number of years and nature of experience

  • 10+ years of prior experience in international/multilateral development sector consisting of;

                 i) Experience in an international / regional development institution. 

                 ii) Advanced knowledge of concepts, methodologies and approaches relevant to evaluation and result based management in international                         development settings.

                 iii) In-depth understanding of development policy issues and socio-economic context of developing countries.

                iv) Has ability to liaise and coordinate with multiple entities for information gathering and research purposes.

  • 5 years of managerial experience.

  • Advanced knowledge of Project and Program management, quality and effectiveness, evaluation, and evaluation methodologies.
  • Ability to adapt to changing business circumstances to maintain effective performance of the department and direct reports.
