To establish, manage and control transactional HR services of IDB ensuring alignment with the overall HR strategy and philosophy hence enabling the organization to be competitive with regards to costs and service levels.
1- General Responsibilities
Manages the HR Service Center to deliver HR services requested by HR’s clients at the required quality and in responsive manner while driving for enhanced efficiency at the same time
Identifies opportunities within the HR Service Center for continuous improvement of systems, processes and practices to further improve quality, responsiveness and efficiency
Agrees with clients of HR on service level agreements (SLAs) that can be objectively monitored
Standardizes practices and processes within the HR Service Center that will increase efficiency in the delivery of transactional HR services
Manages an effective and efficient employee help desk (1st level support) to advise employees and management on HR policies, processes and procedures
Ensures that employee and management questions are fully addressed and escalate complex / difficult queries to specialists, where necessary
Runs the HR data management and archives, retrieves and updates personnel data by using verification loops and periodical checks and clean ups
Supervises the provision of all information required by Finance / Treasury to process employee compensation and benefits disbursements (e.g. payroll, overtime, allowances, deductions, bonus, end-of-service indemnity, insurance, pensions)
Ensures systematic compliance checks of individual staff with HR policies on vacation, leaves (study, maternal, sick) and attendance
Manages all activities for employees to ensure compliance to the bank regulations and secure the employees with their rights as per the set policies, e.g. processing labor cards, medical examinations, visas, medical and life insurance, employee letters
Supervises the logistics required for conducting training courses, e g. booking rooms, invite and arrange logistics for the participants, printing hand out material (if required)

2- Leadership Responsibilities
Coordinates provision of transactional HR services, e g. first level support, recruiting and training admin, payroll, benefits and pension to IDB’s managers and staff
Provides motivational and inspirational leadership for the unit, and communicates to direct reports clear performance expectations
Manages the performance and resources of the unit through delegation of responsibility, setting stretch objectives and providing regular feedback on results at a unit level, promptly addressing areas of underperformance
Monitors and assesses the skills, capabilities and capacities of the unit, and determines the actions needed to increase the unit's impact
Supports filling in key capability gaps of teams through capacity development and recruiting efforts
Coaches, mentors and develops the direct reports and the top talent/high potential staff
Acts as a role-model to communicate to the unit’s staff IDB's values and leadership competencies and provides direction and support in times of change
-Master's degree or equivalent in or equivalent in any relevant discipline for bank (business, etc.)
