Job Purpose:

Lead and conceptualize in-depth technical analytical work related to the development effectiveness vis-à-vis SDGs Agenda 2030 for IsDB’s Realigned Strategy 2023-2025 in the form of producing formal Development Effectiveness reports and periodic Integrated Work Program (IWP) Corporate performance and Results reports.

Lead the development, review, and update of the Results-based Management Framework (RBMF) at the institutional level, involving the content development, benchmarking, and technical discussions with all the complexes and directorates of the Bank.

Develop, revise, and carry out technical review of the Core Results Indicators (CRIs) to harmonize them with the international development reporting practices, human development indices and in line with the Bank’s strategic priorities and global development agenda.

Inspire a corporate performance-driven culture and drive the IsDB business units to measure attainment of desired business objectives against the Realigned Strategy 2023-2025 objectives, by applying corporate performance management tools at departmental/complex levels.

Key Accountabilities:

Results-based Management Framework (RBMF): 

  • Lead the development, review and update of the Results-based Management Framework (RBMF) at the institutional level, involving the content development, benchmarking and technical discussions with all the complexes and directorates of the Bank. 
  • Lead the development of Annual Development Effectiveness Reports by developing the concept, driving effective communication, establishing strong stakeholder management, and getting approval of the BED, in line with the best industry practices and the Bank’s Results-based Management Framework (RBMF).
  • Develop methodologies to align the Bank’s Core Results Indicators (CRIs) with the Sustainable Development Goals (SDGs) and incorporate this in the periodic reporting. 
  • Develop, revise, and review the Core Results Indicators (CRIs) to harmonize them with the internal development reporting practices, human development indices and in line with the Bank’s strategic priorities and global development agenda. 
  • Build partnerships with international financial institutions on the latest developments and challenges associated with the development effectiveness and managing for development results (MfDR), to provide recommendations to improve Bank’s outputs, outcomes and results. 
  • Engage with the business units in terms of periodic review of the corporate KPIs to improve operational effectiveness and organizational efficiencies. 
  • Lead the development and deployment of state-of-the-art tools in data analysis and data visualization for the portfolio data for all key business users within the IsDB and for external stakeholders including the BED, and BoG.

Results-based Management Framework (RBMF) Policies and Guidelines:

  • Lead in the conceptualization and thought processes in designing suitable Results-based Management Framework (RBMF), monitoring and reporting to enhance the Corporate Performance in the form of appropriate methodologies, procedures, tools and applications.
  • Integrate the results reporting in the form of achievements made by the Bank in the areas of public finance, PPP, trust funds, technical assistance grants reverse linkage and other contributions and embedding the Theory of Change across the 4 levels of RBMF. 
  • Technically lead in the implementation of Corporate Performance Management Framework, guidelines, policies, procedures, and methodologies by ensuring that guidelines and policies are appropriately adopted/compliant with by all business units in IsDB and are periodically reviewed/updated accordingly with an alignment with the IsDB’s Strategy.
  • Drive the IsDB business units to define and measure attainment of desired business objectives against the Realigned Strategy 2023-2025 and strategic KPIs, by applying corporate performance management applications at departmental/complex levels. 
  • Govern and ensure that CPM team complies with IsDB’s policies, processes, practices and systems, and maintains IsDB’s high standard of work ethics, along with adherence to the CPM policies and methodologies across the Bank by all business units. 

Monitoring and Reporting:

  • Drive the development and implementation of the Corporate Performance Management monitoring framework/manuals/policies for the Bank and reporting on the attainment of strategic KPIs/targets by working closely with all business units across the Bank. 
  • Asses and carry out an in-depth analysis and report on the Integrated Work Program (IWP) Performance and Results by providing insights on the implementation progress, along with recommending remedial actions where needed and provide a critique in the form of an annual review. 
  • Lead the development of Corporate Performance Management reporting framework in the form of periodic, quality management reports that include sound, technical in-depth insight, analysis, and recommendations on improving the Corporate Performance and results. 
  • Champion data-driven and evidence-based decision-making by leading the development of Business Intelligence Reports, Dashboards on Corporate Performance, institutionalize KPIs reporting, enhance visibility, transparency and ease of access of KPIs data. 
  • Lead automation of monitoring and reporting applications, by having robust reporting mechanisms and analytics capabilities by partnering with IMDT with the objective of enhancing analytics functionality and reports.
  • Lead development of technical management information mechanisms that include sound, technical in-depth insight, analysis, and recommendations on improving the Corporate Performance and results.  
  • Provide technical advice to senior and middle management on underperforming areas of the Bank and enhance capacity building by mentoring, training, and guiding key business users across the Bank for an effective implementation of the Annual Work Programs. 
  • Arrange training programs to improve the data analysis skills, data entry skills and capabilities of key business users across the Bank. 

Knowledge Dissemination and Capacity Building:

  • Train and coach, the staff across the Bank in the usage of Corporate Performance Dashboards, Portfolio monitoring dashboards, Objective Key Results (OKR) platform and other processes related to Integrated Work Program (IWP) implementation
  • Prepare knowledge products in the form of effective monitoring and reporting of the Corporate KPIs and Results across the different levels of the RBMF. 
  • Hold workshops to work with key stakeholders in the effective design and reporting of the logical frameworks to reflect the essence of achieving development effectiveness and to gauge the Bank’s contribution towards the core mandate. 

Education, Experience & Certification:

Academic and professional qualifications: 

  • Bachelor’s degree in Computing / Economics / MIS, Sciences, Engineering, Business Administration or related discipline.
  • Master’s degree in the similar fields as above.
  • Minimum 10 years of relevant experience with a focus on operational policy or results management and developmental effectiveness or data sciences and analytics or any related field.
